This is neither an audit nor a compliance check. It is derived from the French public reference framework for sustainable digital services, the RGESN — 78 criteria, published by Arcep and Arcom with ADEME, free and public: ecoresponsable.numerique.gouv.fr. Start there if your goal is an audit.
The weighting behind the questions leans on the ADEME–Arcep study finding that user devices account for 65–92% of the footprint of digital services — which is why “don't push people to replace their hardware” outranks “optimise the server”.
